Special Village Board Meeting of October 10, 2007
A special meeting of the Board of Trustees of the Village of Plain was held on Nachreiner Avenue on October 10, 2007. The following members were present: Raymond Ellenbolt, President; David Buchanan; Kevin Kraemer; Gary Leeck; James Liegel; Duane Meise; and, Robert Neuheisel, Trustees. Others present: Shannon Shelton of the Home News; and, Nick Ruhland, Public Works Director.
Notice of this meeting, along with the agenda, was posted at the following locations in the Village of Plain: the Municipal Building; the Plain Post Office; and, The Peoples Community Bank on Monday, October 8, 2007.
The meeting was convened on Nachreiner Avenue at 6:30 p.m.
The board walked Nachreiner Avenue to inspect sidewalk and curb & gutter. Various options were discussed regarding replacement or repair. An idea of going to a one-way street was discussed briefly considering the street is so narrow. The sidewalk and curb are all one piece which is not typical. The street is nearing repair and it would make sense to replace the sidewalk and curb & gutter with the reconstruction of the street. The section in front of 1155 Nachreiner Avenue is a safety hazard. It was questioned whether or not to tear out that damaged area and replace it at this time. An alternative option would be to patch the area of concern immediately and replace it later when the street is renovated. Nachreiner Avenue should be in the 5-year plan for street improvements. The Streets Committee needs to decide if Nachreiner Avenue or Cedar Street should have priority.
The board reviewed ordinances regarding who would be responsible for the cost of sidewalk and curb & gutter if the renovation was not in the plan, the Village or the homeowner. The board decided that patching should be done now and replacement of the sidewalk and curb & gutter will be completed with a street project in its entirety.
