Special Village Board Meeting of September 18, 2008

 

 

A special meeting of the Board of Trustees of the Village of Plain was held at the Municipal Building on September 18, 2008.  The following members were present: Raymond Ellenbolt, President; David Buchanan; Kevin Kraemer; James Liegel; Robert Neuheisel; and, Merry Lynn Riek, Trustees. Trustee Duane Meise was absent.

 

Others present: Steven Zach of Boardman Law Firm; Gary Ilminen of the Home News; Tim Damos of the Baraboo News Republic; and, Phil Studnicka.

                                                                                               

Notice of this meeting, along with the agenda, was posted at the following locations in the Village of Plain: the Municipal Building; the Plain Post Office; and, The Peoples Community Bank on Tuesday, September 16, 2008. Notice was emailed to the Home News and the Baraboo News Republic on the same date.

                       

The meeting was called to order by President Ellenbolt at 6:14 p.m.

 

Village Attorney Steven Zach reviewed the events of the week to explain why this meeting was called. Attorney Zach recommended for the board to motion to constitute a Police Commission of three people for the purpose of hearing appeals under Statute 61.65. Trustee Kraemer has withdrawn his charges against Chief Meyer subject to re-filing the charges after the composition of the Police Commission.

 

Liegel motioned to create a three citizen member Police Commission to hear disciplinary complaints under Section 61.65(1)(am)1, Stats. consisting of the following residents of the Village of Plain who are not elected or appointed Village officials: Robert Elmer; Rudolph Feiner; and, Stephen Price. This was seconded by Buchanan. President Ellenbolt asked for a roll call vote. James Liegel, Aye; Robert Neuheisel, Aye; Kevin Kraemer, Abstained; Merry Lynn Riek, Aye; David Buchanan, Aye; and Raymond Ellenbolt, Abstained. The motion carried.

 

Two bids were received for replacement of the Municipal Building window. The window bids have casements on each side. It may be cheaper to have windows that do not open. A bid should be obtained for a solid window and will be discussed at the next board meeting.

 

Sauk County Development Corporation brought our attention to a business that would like to locate in southern Wisconsin. A proposal was composed and submitted to this company. They will be coming to visit our site on Tuesday afternoon.

 

Liegel motioned to adjourn at 6:26 p.m. This was seconded by Riek, and the motion carried unanimously.
