Members present: The following members were present: Raymond Ring, President; Stephanie Box; John Dischler; Raymond Ellenbolt; Walter Gerber; Kevin Kraemer; James Liegel; and, Sheila Tafs.
Others present: Hallie Wendorff, Village Assessor
Clerk/Treasurer Tafs convened the Board at 6:00 p.m.
Notice of Publication and Posting of the Board of Review was done in the following manner: Home News on April 18, 2012; notices were also posted on the front door of the Municipal Building; at the Plain Post Office; The Peoples Community Bank; and, Phil’s Foods on April 18, 2012.
Liegel motioned to elect Raymond Ring to serve as chairman of the Board of Review. Box seconded. Motion carried.
Stephanie Box and Sheila Tafs had attended Board of Review certification course and are certified for this year’s Board of Review. The Board was in compliance with Department of Revenue requirements.
Wendorff signed the Affidavit of Assessment, and Clerk/Treasurer Tafs witnessed the signature and accepted the Assessment Roll.
The 2012 assessment roll was reviewed by the Board of Review. Notices of Assessments were sent out on April 30, 2012. The present assessment ratio is 1.036, and projected is 1.07-1.10. If assessment ratio is above 1.1, the Village would be out of compliance. To be in compliance, the Village must be within 10% of 100%. Sales are unpredictable. Revaluation would probably constitute lowering assessments. Green TTEC generated an Ag use penalty from 2011. There was one doomage from Sam’s Place. They have previously returned their statement and Wendorff made an assumption based on that. There were five sales in 2011. The board reviewed 2011 residential sales, reports and assessment adjustments.
There are changes in the Assessor profession is causing reprogramming requirements. USPAP, Uniform Standards of Professional Appraisal Practices, documentation will be required for the municipality that explains everything completed by 2013. Sketches will have to be in electronic form. This will come at a cost to the Village.
There were no appellants.
Box motioned to adjourn the meeting at 8:00 p.m. Liegel seconded. Motion carried.
