Village Board Proceedings of December 8, 2010

 

The Regular Monthly meeting of the Board of Trustees of the Village of Plain was held at the Municipal Building on December 8, 2010. The meeting was called to order by President Ellenbolt at 7:30 p.m.

 

Roll Call: Raymond Ellenbolt, President; Cole Brunson; Robert Jewell; Kevin Kraemer; Duane Meise; Robert Neuheisel; and, John Schluter, Trustees.

 

Others present: Laura Graves of the Home News; Officer Chuck Schreiber; Shawn Murphy, Green TTEC Director; and, Nick Ruhland, Public Works Director.

 

Notice of this meeting, along with the agenda, was posted at the following locations in the Village of Plain: the Municipal Building; the Plain Post Office; and, The Peoples Community Bank on Monday, December 6, 2010. Notice was emailed to the Home News and the Baraboo News Republic on the same date.

 

Meise motioned to approve minutes from the November 10, 2010 Regular Board meeting. Schluter seconded. Motion carried.

 

Meise motioned to approve minutes from the December 1, 2010 Budget Hearing. Neuheisel seconded. Motion carried.

 

Meise motioned to approve minutes from the December 1, 2010 Special Board meeting. Kraemer seconded. Motion carried.

  

 

Police Department Report

 

Officer Schreiber reported that extra data needs to be taken for every traffic stop starting in January per a new state statute. The police squad is working well.

 

 

Green TTEC Director Report

 

Shawn Murphy, Green TTEC Director, reported site grading activities by Meise Construction should be completed later this week. EDA has yet to approve Kraemer Brothers as the Green TTEC building contractor. Weather may affect the starting date of construction because it can not start until EDA approves the contractor. High-speed internet for the park is being reviewed. The business incubator tenant is working to modify his business plan to work with our incubator space. A building use policy is being established for the Green TTEC building.

 

 

Public Works Department Report

 

Nick Ruhland reported that in the business park Rawson, the utilities contractor, had problems with sewer main installation. They are resolving all problems. Rawson also had issues with work that was completed by A-1 Excavating, Inc. in 2007. General Engineering is partly to blame because of lack of inspection during that project. A-1 had laid pipe with no bedding, some manholes were not sealed and a sewer lateral installed was done illegally. A clean-out was installed in the lateral. Rawson has cleaned up the mess.

 

Pool activities were looked into. A splash and slam basketball unit would be about $1,000. This unit comes with a volley ball unit. Installation not included.

 

Mark Alt contacted Ruhland regarding stump removal in the golf course. He is wondering if he could trade black dirt for that bill. Rawson offered $2.00 a yard today. The board agreed on $2.00 per yard if the recipient handles it.

 

There was a complaint regarding snow removal on Alma Avenue. Business owners could not agree on a snow pile location. Nick Ruhland notified businesses that snow would be windrowed. Straka owners tried to rally the rest of the Alma Avenue business owners to complain. Alma Avenue is plowed into a windrow, the rest of town gets opened up and then the windrow is removed. Apparently, that process is not good enough for Straka owners, but there is no way to completely clear Alma Avenue and neglect the rest of the Village just to make them happy.

 

 

Committee Reports

 

 

Finance – Schluter

 

The Finance Committee finalized the budget. The budget hearing was held on December 1, 2010.

 

 

Police & Parks – Meise

 

Schluter Construction is in the process of installing the roof at the Park Pavilion.

 

 

Golf, Library & Emergency Government – Neuheisel

 

The Library Friends are going to help buy books. Jeff passed out the long range plan, it will be approve at next meeting. The Library obtained sign bids, will look for changes and lower price. The Friends want to do a wine tasting event in Community Room. There is a welcoming event for Jeff on December 17th from 4pm-6pm. Kathy Kieler is doing story hour on Fridays, but wants to resign. Story hour participation has increased with the move to Fridays. Their copy machine is having problems. The next meeting will be on December 20th.

 

 

Streets, Utilities & RV Court Commission – Kraemer

 

Water Pumpage for November:

 

Well No. 1:   411,000

            Well No. 2:   1,460,000

 

Total for November: 2,075,000 gallons, which was 204,000 gallons less than last year.

 

Two bacteria were sent to the State Lab. Both samples tested safe.

 

            Monthly fluoride average: 1.15 p.p.m.

 

 

Wastewater Report for November:

 

            Influent Monthly Average B.O.D.:    149 mg/l

            Effluent Monthly Average B.O.D.:    9          Limit: 15 mg/l

           

            Influent Monthly Average T.S.S.:      216 mg/l

River Valley Municipal Court is changing judges. Judge Evelyn Mueller will sit in the interim. An information statement will be put in the newspaper to ask for interested people.

 

 

Building – Brunson

 

No report.

 

 

Pool & Ordinance – Jewell

 

The Pool Committee will be holding a “Friends” steering meeting on January 20th. Pool activities need to be ordered this winter.

 

 

Development & Planning and Green TTEC – Ellenbolt

 

A Development and Planning Committee meeting may be held on January 12th for a rezoning.

 

 

Other Business

 

Jewell motioned to set the date and time for the 2011 Village Caucus as Wednesday,

January 12, 2011 at 7:00 p.m. Meise seconded. Motion carried.

Review and Audit of Invoices:

 

The Meise Construction progress payment number two was presented to the board. Jewell motioned to pay the $451,754.56 to Meise Construction. Neuheisel seconded. Motion carried with Meise abstaining. President Ellenbolt asked for a roll call vote. Roll call vote: Ellenbolt – Yes; Brunson – Yes; Jewell – Yes; Kraemer – Yes; Meise – Abstain; Neuheisel – Yes; Schluter – Yes.

 

A motion to pay the remaining monthly invoices as presented was made by Meise. Kraemer seconded. Motion carried.
