Village Caucus
January 14, 2009
Village President Raymond Ellenbolt called the Caucus to order at 7:00 p.m. at the Municipal Building on January 14, 2009. The purpose of this caucus was to place in nomination the names of individuals for Village President and three Village Trustee positions, to be placed on the ballot at the Spring Election. This election will be held on Tuesday, April 7, 2009.
Five citizens were present for the Village President nomination and six citizens were present for the Trustee nominations.
Notice of this caucus was posted in the following locations in the Village of Plain: Municipal Building; Plain Post Office; and, The Peoples Community Bank. A legal notice was also placed in the January 7, 2009 edition of the Home News newspaper.
Raymond Ellenbolt motioned to appoint William Gruber to serve as chairman of the Caucus. This was seconded by James Liegel, and then carried unanimously. Chairman Gruber appointed James Liegel and Mary Jean Ellenbolt as tellers.
Robert Neuheisel motioned to have written balloting for all positions. Raymond Ellenbolt seconded and the motion carried.
Results of First Nomination Ballot for Village President

As a result of the first ballot, two names were placed in nomination as having received
a majority of votes. Those names were: Ray Ellenbolt and Duane Meise.
James Liegel motioned to destroy the ballots cast during the voting for nominees for President. Robert Neuheisel seconded and the motion carried.
Names were then drawn for Village President for placement on the ballot at the Spring election.

Chairman Gruber announced that there would be nominations for as many as six candidates for three Trustee positions. He then announced that incumbent Kevin Kraemer would not be a candidate for the position of Village Trustee.

As a result of the first ballot, four names were placed in nomination as having received
a majority of votes. Those names were: Bob Jewell; Bob Neuheisel; Duane Meise; and, Shirley Meise.
A second round of balloting to select two additional names for the ballot was then held among the remaining five nominees receiving one vote each: Dustin Myers; Roger Bussan; Bob Schweiss; Phil Studnicka and, Steve Whitford.
Dustin Myers received the majority of votes in the second round of balloting. Roger Bussan and Steve Whitford each received one vote. A third round of voting occurred to fill one vacancy, by either Roger Bussan or Steve Whitford.
Steve Whitford received the majority of votes in the third round of balloting.
Robert Neuheisel motioned to destroy the ballots. This motion was seconded by Duane Meise. The motion carried.

Shirley Meise
Duane Meise motioned to adjourn at 7:25 p.m. This was seconded by James Liegel, and the motion carried.
