Village Board Proceedings of
The Regular Monthly meeting of the Board of Trustees of the
Roll Call: Raymond Ellenbolt, President; Cole Brunson; Robert Jewell; Kevin Kraemer; Duane Meise; Robert Neuheisel; and, John Schluter, Trustees.
Others present: Harvey Rieder; Chief Kevin Wilkins; Officer Chuck Schreiber; and, Nick Ruhland, Public Works Director.

Schluter motioned to approve minutes from the
The recommendation from the Planning and Development Commission was to approve the Steve and Peggy Whitford setback variance for the purpose of a storage shed with the provision that the shed be in line with the other buildings on that alley. Neuheisel motioned to accept the recommendation to approve the variance and this was seconded by Trustee Schluter. The motion carried unanimously. The setback variance was approved.
Harvey Rieder addressed the board regarding the need for stop lights at the intersection of County Highway B and State Highway 23. Rieder has contacted the Department of Transportation to look into what is needed for the request. Traffic signal installation requires warrants which would include deaths, injuries and high volume traffic. Rieder is willing to work with the Department to get this passed on behalf of the Village. He needs approval from the Village Board, the local police and Sauk County Sheriff’s office in letter form for the DOT. Traffic signals will slow down traffic. There would be cost sharing if it is approved. The Village would have to pick up the energy cost of operation. Chief Wilkins is in favor of the idea from a safety standpoint. It is a high traffic area. The new development coming to the north will increase traffic in the Village. Jewell motioned to support the idea for traffic lights at the intersection of County Highway B and State Highway 23. Schluter seconded and it carried unanimously. Officer Schreiber will talk to the County regarding an approval letter from them.
Police Department Report
The Chief stated that everything is going smoothly. The Police Department is concentrating on speed enforcement.
The Bail Bond Schedule of Deposits was presented to the board. Deposit prices are identical to Spring Green. Meise motioned to approve the bail bond schedule as presented. This was seconded by Brunson and carried unanimously.
Public Works Department Report
Nick Ruhland stated that he is having problems getting Iverson to come back to finish the job on Cedar Street. A retainer is still being held.
The Lions Club has started improvements at the St. Luke’s ball diamond. They are installing a home run fence, player’s benches and a sidewalk along the backstop.
Kraemer motioned to accept President Ellenbolt’s committee appointments as submitted. This was seconded by Jewell, and then carried unanimously.

Police & Parks – Meise
No Police Committee report
The Parks Committee met to discuss the type of pavilion roof to install. The type is not decided. So far, 23 kids have signed up for the Rec Program. Nick published an article in the Home News to promote the golf program.
Golf, Library & Emergency Government – Neuheisel
The Golf Course Committee organized a cleanup day. We are still waiting for the new sign to come in regarding the golf fines. The Committee met with Spring Green regarding joint membership. It will be postponed until next year. There will be more meetings to organize.
The Library has posted a new clerks position. Circulation has increased considerably.
RV Court Commission, Streets & Utilities – Kraemer

Total for April: 1,982,000 gallons, which was 10,000 gallons less than last year.
Two bacteria samples and two well samples were sent to the State Lab. All samples tested safe.

Building – Brunson
No Building Committee report.
Pool & Ordinance – Jewell
A reel is needed for the solar cover at the pool. The cost is $1,350. Jewell motioned to purchase the reel. Meise seconded and the motion carried unanimously.
At the last special meeting, three Ordinances had second readings and were passed.
Development & Planning and Green TTEC Advisory – Ellenbolt
Green TTEC Advisory had a meeting on Monday. There are 13 applicants for Directors position so far. The Advisory Committee will weed it down to approximately six people to interview. The Finance Committee will interview. The Village Board will have the final say. The qualifications need to be approved by the EDA.
Other Business
The Village cannot hire a Construction Manager because the EDA will not fund the position. Plus the Construction Manager could not bid the projects.
Jewell motioned to approve the renewal application for a 6-month Liquor License for Edward Alan Liegel for the period May 13, 2010 through November 13, 2010. Neuheisel seconded the motion and it carried unanimously.
Meise motioned to approve the following establishment liquor licenses for the period from July 1, 2010 through June 30, 2011. This was seconded by Jewell, and then carried unanimously.

Kraemer motioned to approve the St. Luke’s temporary picnic liquor license and six temporary operator licenses: Dawn Jewell, Robert Jewell, Julie Lins, Tim Lins, Sue Ruhland and Ty Ruhland. This was seconded by Neuheisel, and then carried with Jewell abstaining.
Jewell motioned to approve the League of Wisconsin Municipalities Mutual Insurance Company as the Village’s insurance carrier for the period from June, 2010 through May, 2011. This was seconded by Meise, and then carried unanimously.
Trustee Neuheisel motioned to hire Gina Ruhland as the Assistant Rec Director and Erik Koch as the Public Works Helper. This was seconded by Jewell and it carried unanimously.

Review and Audit of Invoices:
A motion to pay the monthly invoices as presented was made by Meise. Jewell seconded, and the motion carried unanimously.
