T.I.F. District #2 Amendment

November 11, 2008



A Public Hearing was held by the acting Development and Planning Commission, the Village Board, of the Village of Plain at the Municipal Building on November 11, 2008 at 6:30 p.m.  The following members were present: Raymond Ellenbolt, President; David Buchanan; Kevin Kraemer; James Liegel; Duane Meise; and, Merry Lynn Riek, Trustees. Trustee Robert Neuheisel was absent. 


Also present: James Mann of Ehlers and Associates; Robert Schweiss; Jamie Benson; Nick Luther and, Dick Marino.


Notice of this public hearing was posted on October 22, 2008 at the following locations in the Village of Plain: Municipal Building, Plain Post Office and The Peoples Community Bank.  A Class 2 Notice was published in the October 22 and 29, 2008 editions of the Home News. 


The public hearing was called to order at 6:41 p.m. by President Ellenbolt. The purpose of the public hearing was to provide the community a reasonable opportunity to comment upon the proposed amendment of the Project Plan for Tax Incremental District No. 2. 


Jim Mann presented the Project Plan to the acting Development and Planning Commission.  The board reviewed and discussed the Project Plan proposal.


Open discussion of the hearing began at 6:53 pm.


Dick Marino was concerned about development in the low lying area in respect to putting The Kraemer Company office building at risk during future flooding. He was informed that there will be no development in the flood plain area.


Meise motioned to close the hearing at 7:07 p.m.  This was seconded by Buchanan and the motion carried unanimously.


Kraemer motioned to approve Resolution #2008-10, designating proposed amended boundaries and approving a project plan amendment for Tax Incremental District No. 2. This was seconded by Riek and carried with Liegel abstaining.


Buchanan motioned to adjourn.  This was seconded by Kraemer, and carried unanimously at 7:14 p.m.
