Village Board Proceedings of December 5, 2012

 

The Board of Trustees of the Village of Plain met after the Budget Public Hearing at the MunicipalBuilding on December 5, 2012. 

Roll Call: Stephanie Box; John Dischler; Raymond Ellenbolt, Walter Gerber; and, Kevin Kraemer, Trustees. President Raymond Ring and Trustee James Liegel were absent. 

Notice of this meeting, along with the agenda, was posted at the following locations in the Village of Plain: Municipal Building; Plain Post Office; and, The Peoples Community Bank.  

The hearing was called to order at 7:04 p.m. by Clerk/Treasurer Tafs. 

Ellenbolt motioned to appoint Trustee Kraemer as Chair for the December 5, 2012 Special Board Meeting. Dischler seconded. Motion carried. 

Box motioned to approve the Village tax levy of $575,199.60.  Gerber seconded. Motion carried. 

Dischler next motioned to set the mill rate for the Village Real Estate and Personal Property taxes at $8.15708 per thousand dollars of valuation. Gerber seconded. Motion carried. 

Kraemer motioned to adopt the Debt Service Budget of $42,579.63 as presented. Box seconded. Motion carried. 

Dischler motioned to adopt the Green TTEC Fund Budget of $51,591.00 as presented.Ellenbolt seconded. Motion carried.

Kraemer motioned to adopt the T.I.F. District Fund Budget of $164,780.77 as presented. Dischler seconded. Motion carried.

Box motioned to adopt the Capital Improvements Fund Budget of $11,621.00 as presented. Gerber seconded. Motion carried. 

Kraemer motioned to set the effective payroll date for 2013 wages for Village employees as January 14, 2013. Dischler seconded. Motion carried. 

Box motioned to set the 2013 golf course rates as presented. Kraemer seconded. Motion carried.

eighteen or their senior year of high school.

Ellenbolt questioned why only one bid was obtained. Kraemer explained comparisons of previous bids to verify Strands higher prices. Kraemer is confident in the numbers. Kraemer motioned to approve Westbrook Associates engineering proposal for the 2013 Parkview Avenue street project in the amount of not to exceed $18,750. Box seconded. Motion carried. 

Box motioned to reconsider Village employees 2013 wages explaining the need to discuss freely without any Village employees in Closed Session. Kraemer seconded. Roll call vote: Box – Yes; Dischler – No; Ellenbolt – No; Gerber – No; Kraemer – Yes. Motion did not carry. Yes – 2 votes; No – 3 votes.

Ellenbolt motioned to adjourn the Special Board Meeting at 7:18 p.m. Gerber seconded. Motion carried.
