Special Village Board Meeting of May 16, 2007

                                                                                                                                                           

 

A special meeting of the Board of Trustees of the Village of Plain was held at the Municipal Building on May 16, 2007.  The following members were present: Raymond Ellenbolt, President; David Buchanan; Kevin Kraemer; Gary Leeck; James Liegel; Duane Meise; and, Robert Neuheisel, Trustees. Others present: Nick Ruhland, Public Works Director.

                                                                                                                                               

Notice of this meeting, along with the agenda, was posted at the following locations in the Village of Plain: the Municipal Building; the Plain Post Office; and, The Peoples Community Bank on Monday, May 14, 2007.  Notice was faxed to the Home News and the Baraboo News Republic on the same date.

                                                                       

The meeting was called to order by President Ellenbolt at 9:00 p.m.

 

The Parks Committee recommended to the board to accept a donation of commercial grade ceiling fans for the park pavilion from the Fire Department.  After a discussion about installation and clearance, Buchanan motioned to approve the donation.  This was seconded by Kraemer, and then carried unanimously.

 

Following a review of the three insurance proposals submitted, Liegel motioned to approve the League of Wisconsin Municipalities as the Village’s insurance carrier for the period from June, 2007 through May, 2008.  This was seconded by Meise, and then carried unanimously.

 

Leeck motioned to approve Resolution 2007-05, a resolution which states the buildings and other property of the Village of Plain is to be insured by the Local Government Property Insurance Fund. This was seconded by Neuheisel and then carried unanimously.

 

Buchanan then motioned to approve Resolution 2007-06, the preliminary resolution for Special Assessments for the Park Avenue and Willow Street 2007 Assessment District project. This was seconded by Leeck and then carried unanimously.

 

Kraemer motioned to set the Public Hearing for the Park Avenue and Willow Street 2007 Assessment District for June 13, 2007 at 7:00 p.m.  This was seconded by Meise and carried unanimously.

 

President Ellenbolt informed the board of a sighting of two children driving a golf cart with their grandmother on Village streets.  He wanted the board’s opinion regarding the proper procedure to follow to enforce the ordinance.  Chief Meyer should warn the parents of the children.  A notification should also be put in the home news and posted on the website to remind people that an unlicensed driver operating a golf cart is illegal.

 

There was a discussion regarding the Home Talent baseball organization selling alcohol at their games in the park.  The board had many questions.  The coordinator needs to attend a meeting to answer these questions.

 

The board was presented with an affidavit from William Meixelsperger stating that he has no ownership interest in R&R Properties of Plain, LLC.  An amended application was filed by Ryan Meixelsperger, agent for R&R Properties of Plain, LLC doing business as Palace Bar & Bowl.  Neuheisel motioned to approve the renewal of a Class “B” Beer and Class “B” Liquor license for the period from July 1, 2007 through June 30, 2008 to R&R Properties of Plain, LLC, Ryan Meixelsperger, agent.  This was seconded by Leeck, and then carried unanimously.

 

Neuheisel motioned to adjourn at 9:50 p.m.  This was seconded by Kraemer and then carried unanimously.
