Members present:  The following members were present: Raymond Ring, President; Stephanie Box; Cole Brunson; Raymond Ellenbolt; Walter Gerber; Kevin Kraemer; John Schluter; and, Sheila Tafs.  

 

Others present: Dennis Alt; Hallie Wendorff, Village Assessor

 

Clerk/Treasurer Tafs convened the Board at 6:00 p.m. A recording malfunction delayed discussion until 6:09 p.m.

 

Notice of Publication and Posting of the Board of Review was done in the following manner:  Home News on April 27, 2011; notices were also posted on the front door of the Municipal Building; at the Plain Post Office; The Peoples Community Bank; and, Phil’s Foods on April 20, 2011.

 

Wendorff signed the Affidavit of Assessment, and Clerk/Treasurer Tafs witnessed the signature and accepted the Assessment Roll. 

 

Ellenbolt motioned to elect Raymond Ring to serve as chairman of the Board of Review.  Kraemer seconded. Motion carried.

 

Stephanie Box and Sheila Tafs had attended Board of Review certification course and are certified for this year’s Board of Review. The Board was in compliance with Department of Revenue requirements.

 

The 2011 assessment roll was reviewed by the Board of Review.

 

Notice of Assessments were sent out on April 28, 2011. 

 

Wendorff informed the board that there were two businesses that did not return their personal property form to her. There were concerns about the doomage value for Schluter Construction. No changes were made.

 

The present assessment ratio is 1.01, and projected is 1.1. If assessment ratio is above 1.1, the Village would be out of compliance. To be in compliance, the Village must be within 10% of 100%.

 

The board reviewed 2010 residential sales reports.

 

Although The Palace is owned by the American Legion, it is not tax exempt per state statute.

 

There were no appellants.

 

Ellenbolt motioned to adjourn the meeting at 8:00 p.m. Kraemer seconded. Motion carried.
